multiline from external line

Hello friends
I'm facing this problem..my office pbx is an 4400 omniPCX. I have set the multiline function in one user and works fine IF all calls are internal. So for example lets say userA has the multiline function, and receives a call from userB. If userC calls userA, then userA gets a notification for second call. That's ok. But if someone tries to call userA (while talking with userB) from external line, then he gets a busy tone.
I suppose something is wrong with Public Network Category, and the Telephone facility id of userA?

In public Network Category, I changed all "incoming NDDI hold on busy set" from 0 to 1 but nothing changed..

should I leave both incom.NDDI and DDI with 1, or just DDI? It works just with DDI but I don't know what NDDI stands for.

DID == direct inward dial
in this case you have a "head" number follwed by the extension number.

NDDI == no direct dial in
in this case you have only "one" external number.

there is no need to set the NDDI Option to 1, if you don't have any NDDI trunks.
