Set NPRAE coupler out of service

All those commands that we don't really use very often, but that we should ! Documented or not, they worth it !

Hi dear you can reset single E1 of nprae by simply change the digital access crc 4 from yes to no or no to yes.and then again make orignal position of crc 4 .
