Hi,
I have moved your post in the correct forum.
What is your real question:
1) To set up a virtual chassis (VC) of four 6860 (is like a stack) - so that you have one big switch.
2) Or to create vlans and ip interfaces?

1) please explain you setup with the 10G/40G more in detail - which ports of which chassis-number (1-4) should be the vfl?
2) f.e. use the following commands (but first create the VC correct):
vlan 999 name management
ip interface IF999 address x.x.x.x/24 vlan 999

Remove all the vc-files in the new one, power down it, connect it to the VC and power up.
