Call a number by dialing two digits

Hello, I've been asked to fix two phones at the entrance of two elevators. When they go off-hook, these two extensions will only be able to call two numbers
case a : 1 number a technical agent if this number doesn't go through the call switches to number 2 which is a technician from our company and if he doesn't pick up the call switches to another number the one of the company installing the elevator
case b: just dial prefixes that call directly to a specific number.

other way is to make routing table target to prefix with the meaning use of the directory keys (1 to # in analog set) and you program the directory key of set with different target numbers
