Adding shelf on "Prepare for migration" in Actis

Hello everyone
I have a customer that for a long time supported by another person. he added a shelf with INTOF card without changing the License, also he changed the position of all of the cards.
now for upgrade I would like to correct it but when I add this new shelf and cards in "Prepare for migration" I recieved the folowing error:
9545 Error: Shelf Position Invalid shelf in patched configuration.

can anyone help me?

you need to do patch before add-on in order to modify the system and make it look like what the customer has on site
