GD-3 doesn't start up

Has anybody already seen this situation when GD-3 turns on?

When I turn teh GD-3 on, it just shows this on config port:

I have four GD-3 boards with this issue. I also have tried to test them with other two rack 3, but no success.
It seems GD-3 boards are without BIOS and OS. I have tried to follow TC0521 to reformat GD-3, but as I understand there is no way because it doesn't follow for the next step where I could enter the BIOS menu with CTRL + B and CTRL + I.

It solved. Serial cable with problem.
