did u create the route from OXE to the subnet 10.0.11.10 to 20 with the gateway @ at netadmin-m /8 static route

Can the phone at least download the lanpbx.cfg file through tftp or the download of this file also fails?

Well, we did that wireshark capture. And, as I said before, when de IP Desktop Softphone is ran in the client PC, it tries to get three small files from the OXE via TFTP. In the "local" client PC, this process is accomplished within few seconds. In the "remote" PC (through the IPSec VPN), the app tries to get those files, but the TFTP process times out after ten attempts.

now i would do a tcpdump on oxe to see if the tftp pakets reaches the OXE from VPN or not.

And have a look at the live log of the firewall if you see packets in both directions...
