The phone application is not running. That's why the IPMG doesn't work.

Enter the command : RUNTEL on the CS prompt and wait for 10 minutes.
Everything should work fine.

Your business partner can try to ask nicely to Alcatel Pro Services. They can generate OPS for unsupported release.
But I think you've to be a (very) good client.
It can cost a lot, more than the price of the license you want to buy and may be more than the release upgrade itself.

i've just find the information in anoher Csta documentation :

Auto-answer per make call
A CSTA feature allowing an application to auto-originate a call from a device.
Requires a private data in the CSTA Make Call service.
Restrictions are identical to the CSTA Answer Call service ...
