Have done similar before - ie flipping the connectivity from network i/f to IES and back - using an exec config, I also have a SAS-MXp here in the labs too that can test with - but yeah scripting is very limited on them.

The config looks fine - I guess depends on what you have coming in on your SAPs.
You mention LAGs - but the below are direct on ports.

The last post above from Stefan was solved offline. The configuration supplied above was correct, but just needed modifying to support null encapsulation. It worked fine then.

To send this and to achieve the desired affect, I think you will need to use RTBH - remote triggered blackhole.
To do this, from your sending router, advertise a BGP route, but have the next-hop set to something don't use in the network - you do this on your BGP export policy.

Yeah exactly all the same for the SAS-M, SAS-T and SAS-MX. Not sure on others.

Did you get this resolved in the end? I am not fully seeing why with your initial topology you were seeing a loop.
Assuming you are pinging from VPC-A-4 - before you joined the switches together, your traffic path should be:
VPC-A-4 ---- sw-A-4 ----- router A-4 r-VPLS ----- router A-4 VPRN ...
