CS-3 error dhslog :socket is not created

Hi everyone,
I am beginners for alcatel OXE . I work before at cisco and Avaya ,
I get error when connecting to CS-3 console
Socket is not created play if again , Sam!
dhslog connect failed :-91.
System have 1 GD3 that I can access and login and I set ip address for it.
GA-3.
