It depends, if you want to run your 4028 as a sip phone you need the sipconfig.cfg, if you don't, then you don't need it.

For NOE the phone downloads lanpbx.cfg and NOE<macadress>.cfg. lanpbx is the file that desides the tftp server and such, but I'm not quite sure what the NOE<macadress> file does, but it gets downloaded.

For dhcp you would need to set option 66 to the ip adress of your tftp server(the server with the lanpbx.cfg file) and 67 to "lanpbx.cfg" without the quotes. You might need option 43 aswell, but I don't know what it would say. Please search to forum for questions about Ip phones on external dhcp, they are more detailed than this.

When you do this it should work (I don't know if it will, but in theory it should)

Did manage to download the sipconfig.cfg file or not? Your sentence sort of says both.

To switch between application modes on a set follow theese steps:
1. turn off the set
2. turn it on again
3. when it's at network start press "i" and "#"
4. go to the "soft infos" menu
5. there is only one parameter here, click it to switch between "NOE" and "SIP"
6. click back
7. click on the running man on the top right

Hello,

I use a tftp server:
http://kin.klever.net/pumpkin#.Wo1t_q7ia70

The phone finds my server but apparently the phone needs the file "lanpbx.cfg"

I already try to change the mode in the settings but impossible
the phone emits a bip when I go to change the mode

Your set is still as NOE, so is asking about full info on how to work as NOE. Your first task is to switch to SIP mode, otherwise you are doing circles without sense.
Check in your firmware allows effectively to change to sip mode, otherwise you need first to load a new binary.
Check the forum, the info is around. I don't have it at hand.

Please search the forum, there is a good post about it. That post if not wrong included a PDF and the binaries. All info was in there.
