No software swap after runniing Software download tool

Getting an error where the targets do not complete a swap .
System reboots and cold resets, but still running on current software.
I want to migrate the OXO connect from 2.2 to Rel 3.2 , but even via Lola I get an aborted error on the tftp server window.
Tried Lola 25, 24 and 23 still get the same error.
