Enable netconf in MD-CLI

Hi,

I'm working in vSIM and configured to md-cli. However my NETCONF (Operational state is still down). SSH -s username@IP -p 380 netconf, gives me an error that session is immediately closed by the host. Can anyone let me know how to enable the NETCONF so that I can mount it to the controller.
