FANT-F redundancy setup

Hi Im trying to setup two FANT-F cards in a 7360 ISAM in active-active redudnacy but currently they arent even working in active-standby mode.

They both have identical software on them and are detected. I can boot the system off either the NT-A or NT-B by removing one of the cards before power up but once its running it wont switch over:
