CPU's Twin'd Up but Cannot Ping Eachother

Anyone seen this before? Both my CPU's are up and running. They are twinned up and know the role they are supposed to be in. I originally performed a bascul bc my main was not working. We now have the system but but the standy CPU is not communicating. No Ethernet link light trying to flash but not coming up. We swapped out cabling from switch to BRMA to CPU7. Happened suddenly. Made sure the port speeds were 100 full....... Anythoughts?
