DECM4 sync problem on 4200e 3.0

Hi
I'm trying to make this old unit to work and it seems to be ok, but this DECM4 board is unhappy and just keeps the red led lit. AC board has the X4 jumper installed and still no luck. I do not have CKIBS or a board to mount it. What i have is this: CM, AC, DLC8 (3boards), SOTO4, SLC8 (2boards), T2 (but no landline here anymore).
Do I have any way to get the sync going or do i need to get this upgraded to 4.0 ?
Old system but I have a use for this for a while.
(would anyone happen to have the 4.x eproms copied to a file as i do have a eprom programmer?)

I have digged deeper into this and it seem that there hasn't been a sync problem before as some of the old setup files show just this combination working and with 3.0 eproms.
I have tried to feed 512 kHz to T0CLK and T2CLK leads from T2 board but it doesn't seem to work. A bit strange.
Any ideas anyone?

Everything works now. DECM4 was broken and I have also changed both the main boards.
