10 digit dialing from external callers causes calls to 911 on callback

I am having an issue with external numbers being indicated to the system, missing the first digit of the area code. So for example, an incoming call will indicate as "1161234567" instead of 7161234567

It seems that it is replacing the 7 with a 1, and also adding another 1, ahead of the area code on a callback, which in combination with a external dialing 9, causes a call to 911.

I am a little curious where this is coming from and what configuration folder I could find a fix for this.
