combo mode deactivated after power failure

Hello,

Do you know why when I use the copper mode on an OS6360-P24 on ports 1/1/25 or 1/1/26 after a reboot such as a power outage, the port does not turn on anymore and I have to switch the port to fiber mode and back to copper mode?

this isn't a normal behavior. If the issue with the newest release 8.9R1 (and necessary uboot) still exist you should open a ticket.
