DHCP-Snooping not working as expected

I'm encountering different operability when implenting DHCP-Snooping on the same brand and model, the same configuration and firmware on differnet sites.
When implementing DHCP Snooping I use:
ip helper dhcp-snooping enable ---> To configure dhcp-snooping for all vlans
ip helper dhcp-snooping binding enable ---> To configure dhcp-snooping with a binding table
ip helper dhcp-snooping port 1/X trust ---> For the trunk ports and dhcp servers

They also have a similar topology. What could be the reason for this? I've recently checked from the user's end how there are discoveries but no offers. Haven't checked from the DHCP Server's end yet (it's a Fortinet)...Would like to also state that these Fortinet on the sites we're having issues have several dhcp options configured.
