You must face the problem of license. because you need new license for R 7.1. Not only software you need to check, your hardware as well.
What is the CPU you have with?and RAM?
If you checked and placed correct hardware and software related to R 7.1 you can follow the documentation to upload the OS.

So give more information then we could help

If you do the upgrade in Actis (which will need to be done for the licensing), Actis will automatically replace any of the hardware that is no longer supported in R7.1.

I would strongly advise that you go from 3.2 to 5.0 UX. Then make a note of all your netadmin settings because you will then flip over to LX and will have to manually re-enter all the netadmin data. And then from 5.0 to 7.1. should be OK - its worked for me.

Of course, CPU needed more RAM as per ACTIS

We already migrate from 3.2 to 7.1, but you must execute some steps in the current configuration to prepare the DB. Check on the migration guide.
