Transfer to voice mail

Oxo operator receives a call and tries to call an internal caller who is diverted immd to voice mail. The transfer function is not allowed. The only way to process the call is to cancel the enquiry ask if the user the caller is diverted to the call the quickly do a unsupervised transfer. Is there a way of transfering the call without having to do this ?

Sorry, basically if a call was received by the operator and then tried to call a set who was diverted to voice mail, the transfer function does not appear on the screen. I have programed a seperate transfer key on the AOM to allow the user to transfer the call now and this function works fine :) .
