3 customers - this is 4760 client (manager) or PBX? If PBX - you need new licences if numbers of users exceed number of users in current licence.

About licences generation - may be some people can generate this but during next upgrade may be problem with upgrade in standart (official) way.

Not may. They WILL be. I'm sure that everyone understood it. And some people ofcourse can generate licences - that people are Alcatel guys
