changed root password

Frank, changed root password per the procedure on the site. Now when I
log into mtcl and run MGR , I get an error " no answer"

What procedure did you made? Seems you moved somehow the paths.

Do you get the MGR menu at least, or does it says "no answer" right away and brings you back to the prompt ?

I do get the menu after I type in MGR, its when I select USERS or any other OBJECT and validate Iget RUNNING.... then its timesout NO ANSWER

I have had this issue before. The CPU has locked in a certain process and if you reboot the CPU, it will start working ok. The change ofc password would not of caused this. Try a reboot and then check again.

Crazy question but - telephon application running or not? If yes - try "dhs3_init -R MAOAGENT". If no - RUNTEL.

A reset should work, have seen this also, no explanation however. Any ideas why this occurs?

Most likely the qlsrv (not sql, but ql) got frozen.
This is a known issue on some release. You have to clear the memory and reload the services. Usually a reboot goes for it. I'll see if I can find the command to restart this one only
