SIP Extension

I am trying to programme some sip extension and when i submit them i get the following errror

Create \xa001040\Users::1685
Lock 173/174/175/176/177 (Users): Protection Error

what does this mean.....

Do you have any SIP user licenses? This error means you have reached your license limit or you do not have any SIP user licenses.

Seems that you ran out of user licenses.
Are you able to create an IP or analog user?

Check you licenses with spadmin or using the 4760 system - software Package
