Could someone please explain Base Numbers to me and what there used for.

"Base" is a pointer to "Begin" of the specific table with the end of the table being "End".

About Start, End and base.
Base - index of subject - f.e. TG from 0 to 534, Hunt group from 540 to 565, forwarding - from 0 to ....
For forwarding in France f.e.
base 0 = cancel forwarding
• Forwarding: base 1 = immediate forwarding
• Forwarding: base 2 = forwarding on busy
• Forwarding: base 3 = do not disturb
• Forwarding: base 4 = forward to pager
• Forwarding: base 5 = group call forwarding
• Forwarding: base 6 = disconnect from group
• Forwarding: base 7 = rejoin group
• Forwarding: base 8 = follow me
• Forwarding: base 9 = cancel follow-me
Now f.e. for hunt group we manage start 540 end 565 base 540.
if you dial digits 540 - call HG 540,
dial 542 - call HG 542.
If you manage start 540 end 565 base 540
and in additional start 100 and 125 base 540
if you dial digits 540 - call HG 540,
dial 100 - call the same HG 540,
dial 542 - call HG 542,
dial 102 - call the same HG 542.

Example for forwarding (see commence before).
If you want by dialing 77 make forward cancel - at first you must find base (in our case 0) and after manage numbering plan
start 77 end 77 base 0.
78 - we want "do not disturb"
start 78 end 78 base 3.
Base allow to call the same object with different digits.
If you know 4400 for TG f.e. base like TG number.
