User valume control restriction

Is it possible to block the ringer volume adjustment while ringing the set (Digital or IP Touch)

One of our hotel customer reception user reducing the ringer volume and complaint that they are not getting calls and their set is not ringing.

mgr/4760 -> Specific Telephone Service -> Adjust audio gain
