In your configuration which one of the 2 PBX offers clock to the other ?(is your Samsung the master or you want to receive clock from Alcatel?). If Alcatel is the one who offers clock synchro set pryority to 7 let's say in it and 200 in Samsung side - you must have this option there too.

After ALERT message you PBX send message (from trace not clear this is STATUS message or not).
If status - system/ other system param/ external sign. param - Send Status for IE non-existent =no.
And in additional you can try (if problem not solved with previous item) - System - Reaction Receiving Message State - you can choose "ignore" for some state (f.e. Ignore ISDN Fault In Mandatory EI and so on).

According to the trace, you are using QSIG-ECMA mode. Check the Samsung system is using QSIG-ECMA mode or ISO mode.

1.2 Network Mode: Yes for Master
1.3 Tie Line Mode : No for non-Alcatel Product
1.4 CRC4 ON
2. Trunk Group
trunk number 88 (prof with overlapping)
2.1 Q931 Signal Variant: QSIG
2.2 Channel Selection Type: default
2.3 B Channel Choice:
2.4 Remote Network: 1
2.5 Translators > Network Routing Table 1 > Select QSIG
3. System > Other System Para
3.1 ISO Function: T (for ISO)
3.2 Compatibility: T

There is settings like ISO or ECMA on the Samsung system

Sync. Priority 0 or 200 is recommended for connecting on ISDN Public Network because it is the Master clock for whole PABX. For private network, the priority should be greater than 0 for global sync. or 200 domain sync. e.g. 10 or 210
u can try to change the ISO function from T to F as well as Compatible Gf to F. System reset is necessary.

Which is the sync priority in the Samsung side? You must set sync priority of the Alcatel (becouse master = offering clock sync) greater than sync priority in Samsung side.

i think you are workin' on two pabx with different levels of q-sig services. reading the traces mybe Samsung is q-sig GF, but Alcatel is Q-sig BC. you can try configure q-sig GF on Alcatel.
