I believe your OMC is for OXE.
In my OMC i have System Micellaneous --> Part2, Transfer by on hook, Transfer ext/ext by on hock and cascaded external Diversion is activeted.
But OMC-->users is not there (or i need new eyeglasses)

OMC only for OXO.
You need eyeglasses
: users or subscribers (depending on sw release)/basestations list --> user that is forwarded -->features

AHH ok my fail. But this setting can only set for subscribers. the number 12 is on the SIP TRUNK with ASR (over Numbering Plan) so i see it the Extension not in the Subscribers list.
an yes it was set at this point, the external call ist working great so it is not a looked Feature.

However I think you need to activate joining between the SIP trunk to * and the SIP trunk to external provider. Also you need to assign proper rights to the trunk going to * in order to be able to dial through the SIP public line.

ok you see it wrong...
my config i ISDN-->OXO-->ASTERISK--LYNC
some Extension are forwareded to lync over ASTERISK in OXO it is a secondary trunk Group with base ASR and the ASR point to Asterisk.
so the outgoing call ist going to OXO and then with ISDN to cellphone.
my sip trunk is a privat trunk
my config i ISDN-->OXO-->ASTERISK--LYNC
some Extension are forwareded to lync over ASTERISK in OXO it is a secondary trunk Group with base ASR and the ASR point to Asterisk.
so the outgoing call ist going to OXO and then with ISDN to cellphone.

If not assign proper rights to the SIP access in OXO so that it will be able to seize the ISDN line (same rights like an extension in OXO able to dial externally through that ISDN line).

i can dial from external (over ISDN-->oxo-asterisk-lync) any lync Extension, i can call form lync any internal Extensions and all external numbers. i can just say that all works great. just dual ring with external target not work. i have 5 users that have only lync extensions and make calls to the hole world and also from hole world to lync Extension, so work realy stable....

Strange.
Let's clarify (back to the beginning): you implement dual ring in Lync, that means that when a Lync extension is called the Lyc extension will ring altogether with external call (Lync -->*SBC-->OXO-->ISDN) -->like SIP forking on Lync --> that means that if there is an external call to the Lync user you will open two channels on the SIP trunk (ISDN->OXO-->*SBC-->Lync-->Lync user) and one (Lyc-->*SBC-->OXO-->ISDN)?
When you do the calling towards ISDN from Lync user there are two options-->presenting externally the user number of the Lync (OXO ISDN ext nb) user or use use redirect number if the provider supports it (CLI no screening). Now the question is: user number should be the +4355162060032 --> I do not think so --> you should have just the user number in the from field from asterisk SBC so that the ISDN provider could accept the call. Basically you can take an E1 trace on the ISDN line on OXO side in your scenario and see how the provider answers (and what number the public PBX presents outside).

hi, Clip no Screening ist activated on ISDN side.
the incomming call to a lync Extension is still open and lync make a second call. yes then we have 2 open sip Connection for one call (1. incomming from oxo to lync Extension, 2. outgoing from lync with hitory-info flag to oxo or oxo-->ISDN) the call from external to the dual ring cell phone presents the caller number (+435516....)
so oxo should recognize the history-info or is on this point maybe the failure? may oxo see no history-info for the second call?
