Like i told, if it is a not certified eqt, then you must use a SIP ISDN. Also if during tests you already find that issue, after some time you Will probaly find others.
With SIP ISDN at oxe level, you Will see that redirection is implemented
You should Change to SIP ISDN and make your tests

Please forgive my ignorance on this question. I am familiar with SIP and I am familiar with ISDN. But, I'm confused with the combined 'SIP ISDN'. Is this an Alcatel specific creation? Is it just SIP, but Alcatel treats it like like ISDN in regards to internal routing? Or is it ISDN and not SIP, but maintains qualities of SIP?

When you create the SIP trunk, there are two choices regarding the siggnaling, or ISDN or abcf. Then the features level are different.
I propose you to read the system docs.

I changed the signaling to ISDN and that resolved the issue. AA and immediate forwards are now working as one would expect.
