Yes, I seem to have ARS, Automatic Route Selection.
In the Prefix Meanings I found:

No. To see if you have ars, you should go to spadmin command. Over there, you should select 2 - Display active file
Then you should have someware ARS = ......

Ok. This means that you have ars license.
If you want you can use ars for calls from bosh to asterisk via alcatel.
For this, you have to delete 87 and create it again with prefix meaning: ARS Prof. Trg Grp Seizure; Discriminator number: 0
Go to Translator/Automatic Route Selection and create ARS Route list 1 (if it is not created already. If it is, create one with a free number: 2 or 3 ... etc). Then create in that route ARS Route 1 to go out via trunk group 4 (asterisk) (only put 4 in Trunk group parameter of the route) and Quality you have to put Speech and Fax. Of course you have to create a time based route list to go out to route 1.
Then go to Translator/External Numbering Scheme/Numbering discriminator and in all rules you have to put, at ARS Route List Number: 1 (or 2 or 3 etc, the ARS Route List you created).
With this modifications, you will use the settings made before for local phones (one conected to alcatel) and ARS for calls from bosh.
Then dial 87xxxxxxx..... from a Bosh phone.
It would be good to make a trace too.
By the way, to reinitialize the mtracer you have to use dhs3_init -R MTRACER, not DHS3_init (my apologise).

Because I skipped the previous step maybe I'm not seeing what I should. Anyway, there are currently two Numbering Discriminators (0, 1) but I don't know where to specify the ARS Route List Number 1.
I feel very inexperienced and am sorry to bother you with these details. Is there a quick guide I can read on the Internet regarding Alcatel's ARS?

After you created ARS Route list 1, you must Go down hierarchy and you will have ARS Route and Time based route list. First go to ARS Route and Create. You should have:
ARS Route list: 1
Route: 1
Name: what you want.....
Trunk Group: 4
Quality: Press Add twice and then go to Quality and select Fax. This way, you added Speech and Fax.
After this, confirm with Control+V or F1
Then go back to Time based route list, and Create. Here you must have:
ARS Route list: 1
Then go to Add and press enter. It is enough, you can save with Control+V or F1.
This way you created ARS route to Asterisk.
Then go in Translator/External Numbering Scheme/Numbering Discriminator/Go down hierarchy
Consult-Modify and select All instances and validate (Control+V or F1)
Here you must have all call prefixes you created (when we said we will create prefixes for all dialing possibilities, to avoid waiting for # to send the number, if you remember. We had to put there Number of Digits.....). Here you must go to every prefix and created and put in ARS Route List Number: 1
With this, it should be finished. If you want and it is possible, I can login to alcatel system and configure all this (if it is available from internet). For this, we should comunicate by PM.

You should download R5.1 system documentation. It is pretty much as your release (4.2).
You have also here the information about database management, with all the parameters explained:

Name: what you want.....
Trunk Group: 4

I think I will define nine discriminators of length 10: 01 to 09 for "standard" national calls which are always 9 digits long. Some special numbers are short (eg. 1414) and they would match discriminator 01 so these would have to timeout but I don't mind because they are not commonly used.
For international calls I won't even bother defining a tenth discriminator such as 00 because the number's length is variable.
