I made some progress today. The error in my configuration was the lack of setting OXE ip address. Not sure exacty the order of steps to deploy the server and learning as i go.
1. I used swinstall to drop db and create empty db
2. then I restored my oldest database
3. I set the PC A4740 address
4. Set new internet address and now the webui is accessible.
5. I restored OPS
6. turn autoset to on
7.
I saved my CS terminal output for future reference.
I still have some learning all these install scripts but so far I think im unblocked.

So now when i netstat -an I get port 443 for OXE webui administration.
