4645 voicemail does not start

I have upgraded a system from R5.1LX to h1.301.34 and added 4645 voicemail, however the virtual shelf and coupler do not start and I get the following alarm :

28/01/10 08:34:09 000002M|018/00/-/---|=3:0747=Config error or Loss of IP connection: 00.80.9f.32.a9.23 (2)
(I did the same upgrade and addition of 4645 to an almost identicl node in the same network without issue)

I cannot find any decent documents or troubleshooting guides that let you interigate the virtual GD in 18-0 to see what might be going on here.

Any help would be appreciated.

What kind of hardware are you using..?

it's a CS that was originally installed ~ 6 years ago (R5.1OXE) it has 256MB RAM and a 60GB disk for the R9.0 Upgrade. I have run it up in my LAB and it works on another CS. I have shipped the CS to site (That I used in my LAB) and will get it swapped out tonight and test.
