trouble calling off-site VoIP phones with DDI

Users @ site with CS inbound ddi works fine
VoIP sets or softphone users off-site-inbound call rings quick at set then stops, caller gets cannot complete call.
T3 trace gets
INVALID CALL REFERENCE VALUE
Any ideas?
