Transfer external to internal

I am having problems where a customer with an OmniPCX 4400 wants a user to make an external call and then transfer the call to an internal user (Secretary to Manager). The user is able to make the external call but is unable to use the transfer facility. I have checked connection categories and transfer categories and trunk group categories and all settings appear correct. Both users are using 4020 Premium handsets. I thought about changing the users to Multiline but the system won't allow me to do this. Any ideas for what else I need to check or do?

Change Public COS, use one different from 0 and test. Regards.

I'm having the exact same issue. OXE Rel. 9.0, a mix of IP (28, 38, 68) and digital (29, 39) sets.
Site is able to transfer inbound external (received customer calls) to internal as well as internal to internal...just not able to transfer outbound external (calls made out to customers) to internal.

check your trunk cos or number compatible with in your trunk group...it is just my idea if was not correct

Still can't get any joy. Number Compatible with is 1 which uses Number Discriminator 10. All users are able to make external calls and Inbound calls can be transferred to an internal party, the system just seems to prevent an Outbound External call from being transferred or conferenced.........Very Frustrating!!

In Phone Feature COS ->
Transfer to external-->yes
Transfer incoming and outgoing-->yes
Transfer outgoing and outgoing-->yes

THIS RESOLVED IT FOR ME.
I found that my customer uses Personal Identification Numbers (PINs) to access the Long Distance trunks. In R9.0 the ability to Transfer Private Calls is now configurable.
SYSTEM --> Review/Modify
Transfer Private Calls --> 1 (0=no and 1=yes) Found on the 4th page under DPNSS PCXs addresses List.
Again, THIS IS AVAILABLE ONLY IN R9.0 and higher.
FORWARD to external No. --> 0 (no)
Transfer incoming and outgoing--> 1 (yes)
Transfer outgoing and outgoing--> 1 (yes)
