supervised transfer + no answer extension

hi all
I have 2 questions about supervised transfer and busy tone for no answer extension:
1.how can I configure supervised transfer on 4059 operator console, is it possible the line be disconnect by operator?
2.when an extension calls to another extension and it dose not answer, the extension keep ringing but I want the caller hears busy tone after 20 sec(for example) please tell me how?
