Incoming Network Calls to MLA's have no Voice

Inbound calls from outside the network to MLA numbers are OK. Outbound calls (within and outside of the network) from MLA numbers are OK.

What could cause this problem?

I don't know about others, but I do not understand your scenario here.
Can you explain in more details ? Also, what do you call out the network ? ABC-F network ? Or isdn ?
