Transfer external call while called number is ringing

Hi

I have OXE system with rls 9.0 and IP 4038 set and I have analog P&T lines with polarity reversal is enabled on this lines.
What i want is i want to transfer the external call which is originated from 4038 to other extension while called number is ringing. Now i am able to transfer only the external call is answered. (I modified the timer 42 from 50 to 5 or 0 but it did not help.)

Any help would be appreciated.

external services --> Trunk COS ---> Off-hook Presumption Timer

Off-hook presumption timer is 0. Will i need to change and see it?
