Phone set auto dials voicemail on receiver pickup

I have recently tried to activate our voicemail system on our Alcatel PBX.
We do not use the voicemail on our system so this is the only phoneset the currently has voicemail on. After activating the voicemail the phone will no longer let me dial internally or dial 9 to get out, in fact I don't get the chance. As soon as the receiver is lifted the phone automatically dials the voicemail box.
I followed the following steps to activate the voicemail.
1. put the Voicemail extension number in the "Voicemail Directory Number" field.
2.put the Voicemail extension number in the "Associated Set No." Field.
3.check the "Overflow on no Answer" box.
The voicemail box and system seems to be working wonderfully other than this one issue.
Any help would be greatly appreciated.

as for the setup I am afraid you are going to need to be more specific as to what information you need.

So how did you "turn on" the voicemail ?
Are you SURE the phone is dialing ? Aren't you confuse with a voiceguide saying that you have new messages ? Did you try anyway to dial 9 or an internal extention ?

By "turned on" I meant that I gave this extension access to the voicemail system by following the steps listed in my initial post. As I understand it the voicemail on the system is constantly "on". However, we do not have any extensions that currently have voicemail.
When the receiver is lifted the graphic display that usually shows the number you dial or shows "external" when you dial 9 to get an outside line will automatically display the voicemail extension and I will then get the voicemail prompt telling me what mail box I have reached and to "enter your password or if you have reached the wrong mail box number please press star"
If I quickly try to press 9 or to dial an internal extension while the phone is auto dialing the voicemail extension nothing happens. The graphic display adds the numbers that I dial onto the end of the voicemail extension and then continues on its merry way to the voicemail box and drops the extra digits.
If I remove the voicemail extension number from the "Associated Sets No." field that listed as step two than this no longer happens but, then the voicemail will not pickup and the call will just ring.
I am programming the PBX through the 4760 application
I am not sure if this will make a difference but this is a digital phone line.

What facility Category has been assigned to the user? Check the category and see if 'Direct Routing' has been enabled.

You can also remove the Associated set No and use call forwarding to voice mail No on busy or after some time. Then voice mail will not be dialed but reacts when nobody picks up.

Are there any problems with the voicemail system that could arise from programming the phone this way? Such as the voicemail notification or voicemail pickup time (in reference to how long a caller has to wait for the voicemail to pick up)?

In our system I did never enter voice mail as an associated set, and there are no problems as far as I can see. I just enter voice mail directory number and mailbox class at the user extension.
Pick up time depends on whether you use instant forwarding to voice mail then it is instant or on no reply then it depents on the relevant timer the number of which I do not rember at the time.

Change the Phone feature COS in the user to a COS that does not have 'direct routing'. You might want to copy all the other parameters so the user does not lose other features.
That will stop the set calling voicemail each time you pick the phone up.
