Auto Attendant on rel 2.313

I am in the middle of Africa with rel 2.313 there is limmited documentation and <i would like to add auto attendant to analog inbound with station dialing from outside, is this optional with this release? Also I am getting ringing back on blind transfer, I changed parameters in SyS but no differance, sorry for the ignorance, flying blind!!!
