Two Ingress Policy Lists

Guys,
I need to apply sort of a tree structure of policies and I want to know if a 6850 supports 2 concurrent ingress policy lists. If so, is traffic classified twice??
As an example, I have conditions C1, C2
actions A1, A2.
rules R1, R2 and R3
R1 corresponds to the default policy list and applies A1 to C1 traffic
R2 corresponds to the default policy list and applies A2 to C2 traffic
R3 corresponds to the secondary policy list and applies A2 to C1 traffic
What I would like to know is if traffic matching C1 will be applied with both A1 and A2 actions. If so, which one is applied first??

PS: I need to find a work-around since the 6850 doesn´t support egress policy lists.
