OS 6602-24 | Slow MGMT SFTP Speed

I have a OS 6602-24 that I am trying to backup the contents of the "flash" directory.
When I try to do so using WinSCP to connect to the switch and download the files, the speed at which it downloads is very slow, only about 1.3Kbps.
This switch is cabled to the core with 1Gbps fiber just like all of our other switches.
This switch has no throughput issues with devices connected to/through it.
Other switches, such as OS 6648 and OS 6850, that we have do not have this issue. They download at resaonable speeds, such as 200-300Kbps.
Anyone have and ideas as to what could be the cause of this slow download speed?
