What is needed for a basic client side TAPI application?

My Question:
I would like to write a client app to run on the PCs which will see an incoming call, lookup up its number in a mySQL database via ODBC, and return info about that customer (whether they are under warranty, have active support contract etc). I am a reasonably experienced programmer but have not attempted TAPI, or Alcatel TAPI before. What do I need, ie is there a TAPI interface I can use directly as part of the OS, do I need to download one, do I need licenses from Alcatel, can I hook into Pimphony?
Its a bit of a newbie question for this forum but I hope someone can point me in the right direction!
(We have pimphony 5.1 and OmniPCX 7, though are looking to update so we get win7 compatibility for Pimphony.)
