VPN network

I have a school issued computer. What is this vpn network, do i need it. I live off campus... I need to install adobe flash CS3 professional i have a hard copy that i want to install onto my computer, and it wont let me because it says it has it on the VPN network, but its not. HOw do i disable it or get it to install it?
