Alarm: ContainingEquipmentOperationallyDown

I have looked this up, and can find only that it is a self clearing alarm. As I administer this by SSH, I don't have the nice gui i see in all the online troubleshooting guides. Is there a CLI based way I can figure out what this is referring to?
