SQl DATA BASE - OXO INTERGRATION

I have a customer who is using a bespoke SQL CRM system and would like to integrate it with the telephone system.
What exactly would he need to integrate this apart from the relevant licenses CSTA licenses for the OXO ?
They basically want screen pop up via the data base and possibly dial out from the screen ?
Any help would be grateful.
