Barring service for transit call on R2

Hi all,
i 'm installing system as below
VKX Pabx ----PCM R2 trunk (TG#1)---> OXE crystal ----- PCM R2 trunk (TG#2) ---> PSTN
i configured for all incoming calls from VKX pabx can transit through TG#2 to public network.
but now customer required me to active Barring service for these transit calls that It allow local calls transit through OXE Only and NOT transit international cal.
i tried to use entity pramater on TG#2 and entity discrimator selector to point barring table (this table NOT included international number) . but it could not bar this call . all calls still can transit.
Any pro guide can advise me the way to do it ?
