ISDN PRI link with CISCO AS5300

we have link for T1 PRI with CISCO
we can't call to cisco user from this T1 PRI,but the cisco user can be call to oxe user
the cisco send "bearer capability not presently available" in setup this call
some bady can be help me ！！
