Is release 9.1 still supported

I would like to know if I have an issue with R9.1 and require Alcatel's assistance will I need to upgrade to R10.0 or R10.1 to receive professional support. The business partner we are associated with does not believe it is necessary to have R10 to receive professional services on this release. We have purchased the SES and SMS with our BP. Should we upgrade to the current release? Are there any know issues with 10.1? What is the benefit of the 10 release? We would like to introduce SIP into our system and wondered if there was any additional functionality with the current release to benefit us?
