Call Held when 4135 conference make a call over Public line

|Dear all,
- We have OXE R10 common H/W.
- There are 7 OmniTouch 4135 IP Conference Phones are connected to the system.
- When we make internal call the call is normal however when we are using any public line the call is in one way speech (i.e: I hear the other side but the other side does not hear me and message "call Held" is appear on the screen and the black square point of the line in the screen is blinking (not like normal hold blinking but when the point is off, a black square frame still appears then it on then it off with black frame and so on).
- If I put the line in hold and return it back, the call turned into normal (2 way speech).
- The only codec is allowed to be used is G711 in side the phone management.
- All the 7 conference sets have the same issue.
- We have 2 cs redundancy.
