We're reinstalling OXE R10.0.
And now we're configuring SIP trunk Gateway to gateway mode just like configured as previous parameters. But when we try to call external number using SIP G2G trunk we gets error on phone "Congestion".
What is variants related to this issue?

We cannot guess.
Post at least your SIP traces and SIP external gateway configuration.
